Verify a past pledge as of its own sworn_at, for an audit or a history.
The swearer, or the agent, chose that time, so the verdict holds only if the
claim is true: asOf.anchored is false, since a v1 pledge carries no anchor
that fixes it. Never use this to decide whether a pledge counts now.
