The one form signed_at takes (SPEC §0): YYYY-MM-DDTHH:MM:SSZ or YYYY-MM-DDTHH:MM:SS.sssZ, a real UTC instant. stamp(), verify() and parseStamp() all hold it to this, and none of them rewrites it: the id is computed over the string exactly as written.
