function wrapVaultKey(rawKey: Uint8Array, secret: string): WrappedKey;

Wrap a 32-byte vault key under a secret (the passphrase, or a normalized
recovery code): scrypt with SCRYPT_PARAMS, then AES-256-GCM. The inverse
is unwrapVaultKey.
