Milliseconds for an iso8601_utc string (SPEC §0): YYYY-MM-DDTHH:MM:SSZ,
optionally with .sss. Null for anything else, including a time with no
zone, which Date.parse reads in the reader's own time zone, and a date
that does not exist, which it rolls over.
